A tradition of excellence
A Service-Oriented Financial Firm
Our executive team has over 70 years combined experience in the financial industry. Unlike many in this industry, everyone on our team is committed to the idea that financial service should be just that, a service, not a sale. As a fee-only firm, we do not make commissions from selling products. Our goal is to serve our clients’ best interests at all times in a friendly, prompt and efficient manner. We serve our clients not only with asset management, but also in helping them find the right solutions for all their financial needs and concerns.
William “Richard” Tomes, Jr., CFP® is the president of Total Wealth Planning and Management, Inc. After 15 years of experience advising and managing money for families, trusts, small businesses and non-profits at Merrill Lynch, Mr. Tomes founded an independent firm in February 2012 where he could promote and provide service-oriented, client-centered financial advice and management. In 2014, the firm changed its name from Tomes Wealth Planning and Management, Inc. to Total Wealth Planning and Management, Inc. Richard did not come to his profession through the traditional route. He began his early adult life as on ordained minister. He was ordained by the Oklahoma College of the Bible. His interest in linguistics led him to study Russian and to become a missionary in Russia. While teaching English as a foreign language at Ushinsky Pedagogical Institute in Yaroslavl’, Russia, he finished a Russian language program there. He also attended Oklahoma Christian College, and studied Russian and linguistics at the University of Oklahoma and the Russian Centre at Sunset School of Slavic Studies. When the Soviet Union fell, Russia became a land of opportunity and was flooded with business people from the West who needed someone with Richard’s understanding of the culture and ability to speak Russian fluently to assist them in navigating the vast array of possibilities. So, in 1992, Richard founded a consulting company that offered these services. Over the next four years, Richard fulfilled a variety of senior businesses roles, such as the Commercial Director of an import-export company, the Treasurer of a petroleum consulting firm and member of the Board of Directors of several firms, including a petroleum producing joint venture. Additionally, he was involved in other areas of natural resources, multimedia and software production. At the end of 1996, having worked in and around Russian-related activities since 1984, Richard decided to return to the Unites States. In February of 1997, Richard joined Merrill Lynch’s Private Client Group in New Jersey as a Financial Consultant. His experience and interest in business and asset management acquired during his time in business in Russia, combined with his desire to help and serve others, made this career path a perfect fit. He remained at Merrill Lynch until February 2012, when he founded Tomes Wealth Planning and Management, Inc. Richard holds the Series 65 securities licenses and formerly held the Series 63, 7, 9 and 10. He serves geographically diverse clients. In order to better serve and advise his clients, he became a Certified Financial PlannerTM certificant in 2004. Richard now resides in Ponte Vedra, Florida, with his wife and their three dogs. Believing that face-to-face meetings are essential to understanding how to best serve his clients, Richard travels extensively throughout the year. He also spends a substantial amount of time in the Philadelphia area so that he can serve his many clients in the Mid-Atlantic and Northeast. He has two grown children. Richard is a private pilot and aviation enthusiast. Some of his other interests and hobbies include guitar, chess, the study of history, philosophy and political science. Richard is a member of the Financial Planning Association and the Academy of Political Science.
